I have the honour to inform you that there is

in this Colony an Institution until recently known as the Young Women's Christian Association which provides, in rented premises, a Club for young women, the majority of whom earn their living by typewriting and other clerical work, in which they have opportuni- -ties of recreation, and of the improvement of their minds by reading and attending lectures. Lady May has for some years passed identified herself with this Institution which has for long felt the need of permanent premises. I append a statement of the nature and objects of the Institution.

Recently Mr. Ellis Kadoorie a local philanthro- -pist offered to give $15,000 towards the erection of a building on condition that the new Institute be called after my wife. This generous offer has been followed by one of an equal sum by Er. Ho Kom-tong, who is likewise noted for his philanthropy, while two other Chinese gentlemen have given 82,000 each.

The cost of a suitable building being thus assured, those interested in the Institute approached Government for a site upon Crown Land in a central district. Such a site is necessary as most of the girls belonging to the Institate are employed in the business offices in Victoria.

The site, comprising 7,200 square feet, shown

on the enclosed plan has now been selected and it is valued at

$3,600
